Early Years Background
-Born and raised in Montoursville PA.
-Attended and graduated from Montoursville Area Junior-Senior High School in 1976.

Work History
-Worked for the USDA Forest Service in Spearfish SD on 180-day appointments as a timber cruiser during the summers of 1979 and 1980.

-Graduated and commissioned in August 1981 as an Ensign in the Navy after successful completion of the Aviation Officer Candidate School in Pensacola FL.

-Completed Basic/Intermediate/Advanced flight training and earned my Navy wings in October 1982.
-Completed FRS training for the C-130 aircraft at Little Rock AFB in December of 1982.

-C-130 Aircraft Commander of a 15-man crew with VQ-3 stationed at Barbers Point NAS HI from January 1983 until August 1985.

-Primary Flight Instructor with VT-10 at Pensacola NAS FL from September 1985 until October 1987.

-Transitioned to the Naval Reserve component serving in various assignments in the Virginia Beach/Norfolk VA area from October 1987 until my retirement in October 2005

-Commercial Airline pilot for Piedmont Airlines from February 1988 until October 1994.

-Virginia Beach VA police officer with multiple assignments from November 1994 until my retirement in April 2015.

Reasons for Seeking City Council Seat
-Financially prudent as in I formed a plan early in my life to retire well before turning sixty-five. I succeeded in 2015 at the age of fifty-six.

-I am not beholden to any group or individual in the local community.

-I will bring a fresh set of eyes and ideas to the chronic issues in the community such as available and affordable housing.

-I will make my best attempt at addressing the items reported on the Comprehensive Plan Survey.

-I will encourage strong interactions with the citizens of Buffalo and their council members such as focus groups on issues of concern. I want to be responsive and informative. A definite disconnect exists between the citizens and the council as only 4.8% of city residents responded to the survey.

Two major ones are the Buffalo Wells and the Buffalo Main Street Projects.  I’m optimistic that the 6th penny specific purpose tax will pass for city road upgrades and will help to see those projects completed as well.  

I have a good working relationship with many of the state lawmakers and others in Cheyenne that I can leverage to lobby for Buffalo and Johnson County interests.  I am willing and able to serve the City of Buffalo for another term.

The adoption of this amendment would separate residential real property into its own class of property for purposes of property tax assessments.  The amendment would authorize the legislature to create a subclass of owner occupied primary residences.

2% LODGING TAX

PROPOSITION

Shall Johnson County be authorized to impost a lodging tax at the rate of 2% upon the sales price paid for sleeping accommodations for guests in hotels, motels, tourist courts, trailer parks, campgrounds, dude ranches, short-term condominiums, and similar establishments, in accordance with w.s.39-15-204(A)(III), to support travel and tourism in Johnson County?

AND USE TAX FOR THE EXCLUSIVE PURPOSE OF

FUNDING SPECIFIC PURPOSES

Shall Johnson County be authorized to impose an additional 1% specific purpose sales and use tax, within Johnson County.

Two hundred fifty thousand dollars ($250,000) for the planning engineering, and construction related to the improvement of the driving surface of Nolan Road in the Town Of Kaycee

FUNDING SPECIFIC PURPOSES

Shall Johnson County be authorized to impose an additional 1% specific purpose sales and use tax, within Johnson County.

Five million seven hundred forty-eight thousand six hundred ninety-six dollars and seventy-one cnets ($5,748,696.71) for planning, engineering and construction related to the stree reconstruction and paving including curb and gutter, sidewalk, water main and sewer main, of the public street known as North Burritt from Fort St to Mathers St in the City of Buffalo.
